I would return it. Honestly. Few years ago I lost my driving license and never got it back. I'm sure that some jackass teen has found it and uses it as a false id to get in a bar or something...

Take the money, return the wallet with the cards ... Because when I lost a wallet a few times, I didn't care about those few € that were in it, but I was more irritated that I had to race around banks and other offices for next few days getting my id, and all other kind of cards back....
And I also think it is reasonable that you take the money, cuz that person who lost it has to learn a lesson to take better care of their things.
And I don't think it should be considered as stealing. I think what you find is then yours, and it's completely your decision what to do with it.

From a personal point of view I would hand it in along with all the money.

Take the money you need to buy your food for that day, and dumb the wallet in the mailbox of said person or drop it off at the police. I'm guessing they will keep the rest of the money.

I would return it to the police and claim my finders fee.
IF there is more than 100€ in it. If there is less than that, im not sure if i would make myself a thief for "peanuts", but im not sure the person who lost the wallet would miss amounts smaller than that either. Else he should get himself a credit card as its insured against losses in case of theft and such.

I'd give everything back.
It will give you a good feeling knowing you did the right thing.

if i ever find something with id in i give it back.
my girlfriend lost her wallet one time, and then the people who found it got in touch. we took them out to a bar and gave them a great night out. we ended up getting on really well, and had a top night lol
