In the UK we all pay tv licence fees which cover the BBC channels (inc radio) - that is why only UK residents can look at the content.
Other channels are commercialised and pay on their own as such.

Because the BBC is funded and paid for by the British public, i pay £125 a year licence fees, so they have to restrict broadcast to this country


Also for UK people the editted show is available for free via itunes
