I don't manage to find the source saying it is from '95, but I tend to believe your source, because there would be no reason to "lie". Anyway it could even be that we are talking about the sound of some workstation of that time, like korg prophecy or some other kind of preset sound.

Some people criticise Liam for his use of sampling but he never denied that he used samples. I remember reading an interview where he said the sampler was his main instrument (for the first 3 albums anyway, less so on the later albums). Liam's skill is identifying, manipulating and combining these often disparate samples and turning them into hook filled tracks. The hip hop producers who inspired Liam like The Dust Brothers, The Bomb Squad, Dr. Dre, etc, etc. were all heavy sample users.
