It might have 'started' somewhere, but it was never officially pigeon holed into a genre until the turn of the millennium no?
And no, I wouldn't say Memphis Bells was dubstep. It's a Prodigy track, that's a genre in itself to me.

The production quality of AONO is amazing, I can't stand it when people hate on it.
Memphis Bells is definitely not dubstep, if anything it's more of an instrumental hip-hop track. A lot of hip-hop is based on beats of this style/tempo.
Also my opinion on dubstep... it's good when it's done really REALLY well. Otherwise it's fucking boring and shit. Same goes for any genre though I guess... except country. Fuck country.
