Someone should sample it, slow it down and loop it. I've always thought it was "Red Sky" and having listened to it several times in a row I haven't changed my mind.

slowed it down. you still hear what you want to hear, but when slowed down it's obvious there's "sky", not "storm". the "y" in the end is quite clear
though, i always thought it was brainstorm

Now after listening a couple of times it's definitely red/grey Sky..

Guys seriously, it's "brainstorm".
It is the exact same voice sample as in this track, entitled .... wait for it... "Brainstorm", and most likely this is the sample source as well:

I have this on vinyl. Bought it back in '93 just because of that sample.
This is not the "LFO" you think it is, but another band formed by Paul Hardcastle, which is a well known producer from the 80's. I find it more like likely that the band created this voice sample themselves, rather that sampling some voice saying "red sky", putting effects on it, and presenting it as "brainstorm". You can hear different permutations of the sample throughout the track, saying "brainstorm".
Can I get a "case closed"?
