2 theories (not mine) on wtf is going on with black vest guy.....
"If you look closely you'll notice that he pretended to to have bumped in to her in a rush to get across the street. what he was doing was copping a feel of the blue haired woman's tit. The guy he shoved the girl in to noticed this as well. You can see that he is looking at the dudes hand on the woman saying "Woah woah wtf" as he's getting shoved back. "Techno Viking" came to the rescue with an alpha male esque solution: Make him submit then humiliate him by making him go sit while he recieves cold stares from him."

i'm still intrigued as to who the scrawny bloke who seems to have some sort of power over TECHNOVIKING is. he appears at the end and tugs on his goatlock and TECHNOVIKING submits meekly....
