You should switch to Wordpress for the new site. It's exactly what you're looking for, the best content management system with fully editable user permissions and it's ready for widgets! Anything else is bullshit and not prepared for the future IMHO. Definitely the best choice out there - you can integrate it with phpBB so users don't need to register again for a Wordpress account.

New features, mods and hacks can be installed.

I only need the actual phpbb data base .sql file and a host with phpadmin and mysql. We can test before in a new data base in your server.

I can pass this data base phpbb to vbulletin without problems and all post and users with a vbulletin plugin.

Mundoprodigy forum is working with vbulletin since January 2008, The forum started with phpbb in 2004.
